The budget process should be a strategic, transparent, accountable, and democratic allocation of public resources. However, the budget can sometimes be a "theatre" with no impact on real allocations. Corruption can thrive when public income and expenditure is handled outside official budgets. Transparency, objective criteria for the allocation of burdens and favours, and legitimate decision-making processes are crucial.
