Uzbekistan: Addressing corruption in the health sector: procurement risks and conflict of interest

By focusing on procurement risks and conflicts of interest (COI), this workshop seeks to provide a space for health institutions to identify the most prevalent corruption risks in procurement and the factors that limit the implementation of COI regulations, discuss what the current constraints are, and where they see potential for improvement, and devise feasible strategies to address them. The workshop will be anchored around two guiding questions:
- What are the biggest corruption risks in Uzbekistan’s health procurement and the biggest constraints in the management of COIs?
- How can health sector stakeholders help implement the new laws on Public Procurement and COI? What needs to change to implement laws? Which concrete steps can health sector stakeholders take to contribute to increased procurement integrity and efficiency in a dynamic legal and institutional framework in line with international best practices?
Specifically, this workshop’s learning objectives are to:
- Build the capacity of key actors within the health sector to identify how corruption happens in the health sector, particularly in procurement and due to conflicts of interest.
- Facilitate a space to share international best practices in both procurement and COI regulations, and discuss which strategies may be more feasible in the Uzbek context.
- Generate buy-in and recommendations for the way forward.
