The U4’s thematic work on evaluation and measurement addresses the lack of credible, unbiased evidence on outcomes and impact of anti-corruption interventions, which means that policy and programme designs are not optimally informed. Understand how evaluations of anti-corruption projects, programmes and strategies can be improved and how to use measurement tools correctly.
Use this U4 theme page to, among other things:
- Understand measurement tools to diagnose corruption levels, such the Global Corruption Barometer.
- Get an overview of the state of the evidence base on the effectiveness of anti-corruption interventions

Addressing the knowledge-gap on anti-corruption interventions
Together with the Department for International Development (DFID), U4 has reviewed and evaluated existing research on donor-supported anti-corruption interventions. This summer, U4 organized a workshop together with DFID that outlined a research agenda aiming to bridge the evidence gaps. They recommend more research, in particular cross-country studies, research on countries in conflict and research on the role of private sector actors as drivers of corruption

Using Micro-Surveys to Measure and Explain Corruption
This paper discusses survey techniques aimed at a better measurement of corruption at the micro-level and argues that with appropriate survey methods and interview techniques, it is possible to collect quantitative micro-level data on corruption. Public expenditure tracking surveys, service provider surveys, and enterprise surveys are highlighted with several applications. These surveys permit measurement of corruption at the level of individual agents, such as schools, health clinics, or firms. They also permit the study of mechanisms responsible for corruption, including capture of public funds and bribery
