Registration for Online Courses and In-Country
Training Workshops
All courses and training workshops will be announced on equal terms within
the U4 Partner Agencies, and each Agency will be offered the same number
of places (their quota) and have equal opportunity to participate in courses/workshops.
Agencies should nominate participants by a set deadline - places remaining
unfilled at this deadline can then be released to other agencies in the
partnership.
The intention of U4 training is primarily to build the capacity of
donor agencies. The exceptional inclusion of external participants
should not prevent staff members from participating. It is at each
agency's discretion whether to allocate places to external collaborators
(e.g. consultants), but the agencies may wish to consider the following
guidelines:
- Priority should be given to agency staff members, and when spare
places become available these should normally be awarded first to
other partner agencies who have regular employees who would like
to participate. However, the interests of individual partner agencies
should be accommodated whenever possible.
- Participating consultants have to be nominated by an agency staff member and supported by HQ,
and their participation should accrue similar benefits to the agency as would the training of staff members.
- External participants at in-country training workshops, such as
partner government officials or other agencies, may be invited if
current circumstances in the country suggest this would be useful.
Fees
Participants from the funding agencies will not be charged any
fees for training. The funding agencies are: DFID/British High Commissions
and Embassies, NORAD/UD/Norwegian Embassies, Sida/Swedish Embassies, and CIDA/Canadian Embassies.
Participants from outside the agencies which fund Phase II of the
Resource Centre, will be charged 600 euros per person for standard
in-country training workshops and for online training courses.
Consultants (government and NGO counterparts etc.) nominated
or invited by non-funding agencies will pay as external participants.
It is expected that external participants nominated by funding donors
whose place was not awarded as part of the initial quota, will also
pay as external participants.
If the external participant is a consultant,
their relationship with the contracting agency may be such that their
participation on a course would meet the aims of the U4 Resource Centre.
That is, their role is similar enough to that of an employee that
their participation will make an equal contribution to an agency's
ability to deal with corruption. In these cases (which should be limited),
it will be at the agency's discretion whether a fee shall be charged.
If external participants are included as part of a funding agency's
quota for any given course, the individuals will not have to pay

Locations are to be decided in advance of each 12-month period, and
chosen so as to ensure all funding partner agencies have equal access
to the training workshops over the whole of Phase II of the U4 Resource
Centre Project.
Location choice should also take into account those countries which
are moving ahead with UNCAC ratification and those involved in other
international anti-corruption efforts, such as the G8 transparency
initiative.
Host agency
The host agency for all in-country training workshops is responsible
for all practical arrangements locally. Associated costs - such as
the venue and lunches etc. - can be invoiced to U4 if necessary. Such
expenses will be provided for in the U4 budget.
External expertise
In-country training workshops require appropriate local expertise
with regional knowledge in the case of regional courses.
Advanced modules
The RC may offer advanced modules in addition to the basic online
and in-country training workshops. The content will be determined
on the basis of a prior needs assessment of participants.
