    Institutional Arrangments to Combat Corruption: A Comparative Study
    UNDP, Democratic Governance Practice Team, Regional Centre in Bangkok
    The 2003 UN Convention Against Corruption requires the establishment of preventative anti-corruption bodies and specialized anti-corruption law enforcement bodies (or one body carrying out both). This publication provides an overview of the different models for anti-corruption agencies (ACAs) used in various countries, and looks at their advantages and disadvantages. One of its main conclusions is that whether there is an ACA or not, a key problem in practice is the interaction or effectiveness of other institutions engaged in fighting corruption, such as the prosecutor’s office, auditor-general and courts, and the study devotes an entire chapter to the problem of coordination. In the second part, 13 country briefs provide an excellent summary of the anti-corruption frameworks (and their effectiveness) in countries ranging from Singapore to Tanzania.

    Recovering stolen assets

    Experience with asset recovery is limited, and a number of legal and other obstacles continue to impede progress. This book constitutes the first comprehensive work on asset recovery, written by renowned practitioners and academics representing different legal systems and countries. The authors discuss 'success stories' of the past and concrete challenges for the future with regard to search, seizure, confiscation and repatriation of stolen assets. The book also provides perspectives on the role of technical assistance and donors in asset recovery and the likely impact of the UNCAC.

    A Users’ Guide to Measuring Corruption
    This book is targeted at national stakeholders, donors and international actors involved in corruption measurement and anti-corruption programming. It explains the strengths and limitations of different measurement approaches, and provides practical guidance on how to use the indicators and data generated by corruption measurement tools to identify entry points for anti-corruption programming. Recognizing UNCAC as an important monitoring framework for combating corruption, this guide also tries to tie existing indicators and toolkits to the specific anticorruption provisions contained in the Convention.

    Asset Recovery Knowledge Centre
    The International Centre for Asset Recovery (ICAR) at the Basel Institute on Governance in Basel, Switzerland has been taking steps to address the problem of the lack of easily accessible, comprehensive and practical information on Asset Recovery. This has been identified as one of the key problems by a number of countries at the first meeting of the UNCAC open-ended Working Group on Asset Recovery held in Vienna in August 2007.
