Speech by the Hon. Minister of State for Ethics and Integrity

This document is a speech by the Hon. Minister of State for Ethics and Integrity on the implementation of the government's "Strategy and Plan of Action to Fight Corruption and Rebuild Ethics and Integrity in Public Office". The majority of the speech is a summary of the government's measures, successess and achievements in the priority areas in the 2000-03 anti-corruption plan and strategy. In the final part though, the Minister mentions a number of significant "constraints to combatting corruption" in Uganda, but it is diffucult to evaluate to which degree these constraints have offset the successes in the priority areas.
