DFID (UK) Adminstrative Control Authority, Egypt
Egypt ACA Project Document Self evaluation by DFID's West and North Africa Department (1998). This evaluation states that this training project has achieved most of its objectives. However, this document is not the final evaluations.
DFID (UK) Anti-Corruption Bureau - Malawi
ACB Malawi Progress Report 1Aug 99-31 May 00 Progress report by DFID staff in the Malawi Anti-Corruption Bureau. Principally containing facts about staff and actions, but does include some valuable references to the challenges of running the Malawi Anti-Corruption Bureau, principally relating to the staffing situations. Thus, it could contain some pointers and lessons for support of other African Anti-Corruption Commission.
DFID (UK) Anti-Corruption Bureau - Malawi
Final report Final report examines the impact of Anti Corruption Bureau (ACB) in Malawi. The achievements - such as meeting the major political and legal criteria; strengthening of co-operation with other stakeholders in the field of anticorruption; handling of impressive numbers of cases in the investigation and prosecution area etc - are rewied. But still ACB is facing serious constraints. The independence of the Judiciary is repeatedly under attack.
One of the recommendations of the report is that emphasis should be placed on the corruption prevention as this is the most crucial and sustainable strategy in the long run, and that the success of investigations and prosecutions not only relies on the capacity and will of the ACB but also on the capacity and will of other inter-related institutions in Malawi. The suggestions of systems approach to investigation and prosecution, and systems approach to prevention are to be found on pages 21,23.
DFID (UK) Anti-Corruption Bureau - Malawi
ACB Malawi Output to purpose Reports The first section examines ACB's work on corruption prevention and civic education, and constraints during the establishing of the ACB in Malawi. The main recomendation is that if the Bureau is going to be able to develop and sustain an effective service a further support is required to strengthen the professional and technical skills of Bureau staff, to build their confidence and to ensure that organizational and management structures are effective. The second section suggests a framework for further support and development of the ACB.
DFID (UK) Pastoralists and Policy - Ethiopia
Annex 1: Phase One Achievements The first phase selfevaluation on the progress on issues of pastoralist representation in the process of national and local governance in Ethiopia. Not directly connected with anti-corruption matters, but treats such subjects as good governance, administrative reform and public service values.
DFID (UK) Civic & Voter Outreach Education, Kosovo
Kosovo civi & Voter Outreach Final Report The project has succeed in empowering citizens to play an active role as voters and in being a "mediator" between the civil society and state officials. However IFES Limited believes that elections are only one momentary event in an ongoing democratic process and that citizen participation projects should take a more holistic approach over longer period of time. Moore detailed description on achievements and lessons learned in chapter 7, page 39-48.
DFID (UK) Civil Service Project - Managing at the Top (MaTT) - Bangladesh
Civil Service Project - OPR + Annexes The basic assumption that civil servants equipped with new skills will behave differently is challenged here. Improvement of civil servant's practices depends on signals they receive from their operational enviroment, and the pressure they come under for transparency and accountability. More detailed description of lessons learned at page 13.
DFID (UK) Civil Service Project - Managing at the Top (MaTT) - Bangladesh
Evaluation The progress of training programm for seniour civil servants in Bangladesh is evaluated positively. A group of more than just "well educated" civil servants is created; see page 22-23. Nevertheless a possible future support is necessary and recomended.
DFID (UK) Colombia Presidential Efficiency Unit Phase II
Colombian PEU Project Completion Repot The report is not directly connected with anti-curruption measures, but with public service standards and administrative reforms. The main lesson learnedn is that Efficiency Units can be succesfully established in developing countries, able to improve the effectiveness of services to the poor; see section III of the report.
DFID (UK) Customs Transformation Project/SARS, South Africa
SARS OPR Report The final evaluation of the project. It does not deal directly with anti-corruption strategies, but indirectly shows how, by transformation of the Custom Service, corruption is made more difficult.
DFID (UK) Deputy Director General Customs Jon Amos - Serbia & Montenegro
CustomsOPRfin[1].0704 This paper reports assesments of progress so far; it is not the final evaluation. Tackling suspected corruption at the main source of border revenues on the Macedonian frontier by removing the relevant people, leading to immediate substantial improvement in revenue collection at this point is one of the achievements.
DFID (UK) Financial Accountability Programme, Uganda
Output to Purpose Review This reports evaluates the findings of EFMP II/ FAP so far. It states that the progress towards intended purposes - to increase accountability and transparency, and to reduce opportunities for corruption in the use of public funds - is satisfactory. This report is not the final evaluation.

GRECO Evaluation Report This first evaluation round of the project contains general description and analysis of the situation regarding corruption in Romania; key findings of the study and recomedations. This is not the final evaluation.

Output to Purpose Review - Final Logframe This evaluation report states that much progress has been made in laying the foundations for the establishment of a professional, apolitical, accountable and effective civil service in Bosnia, but still there is much to be done.
DFID (UK) Support to for the 2002 Commune Councils Elections, Cambodia
Appendices AA-FF This document contains both preliminary and final statements on Cambodian Commune Council elections in 2002. The final statement presents violence, killing and corrupt campaign practices as future concerns of Cambodian elections; and gives recomendations how to avoid these.
DFID (UK) Assistance to the Court of Audit, Romania
Asst to COA final progress report This final report examines project's overall achievements. The project has been succesful in providing training for the Romanian Court of Accounts and in laying basis for modernising audit aproaches used by this court.
DFID (UK) Local Government Support & Learning Network (LOGOSUL), South Africa
LOGOSUL Output to Purpose Review The Review is taking place about half way through the project period. It states that most of the target dates in the objectively verifiable indicators (OVIs) have been missed and some will not be achieved within the current project period. DFID (UK) Support to the Ministry of Finance-Namibia
Interim Report This final report evaluates IFMS's impact on the Government of Namibia. The main lessons learned are presented at page 16. The report is not directly connected to anti-corruption measures.
DFID (UK) Study of Grassroots Anti-Corruption Initiatives in India
Final Report Annex II Final report in a form of book proposal. One of the findings is that the most effective citizen-initiated movements in India against corruption have not been from among privileged social groups, but rather from those of lower social and economic standing. But though anti-corruption campaigners have achieved several striking victories – getting stolen funds returned to public coffers and back wages paid to workers – even fairly broad-based movements have found it difficult to build sustained pressure for change. This failure has to do with in many instances corrupted, nature of civil society itself.
DFID (UK) Reforms in Budgeting and Expenditure Control (Phase 2), Bangladesh
RIBEC Evaluation This final evaluation report states that the projects have been successful in continuing to facilitate the development of systems and capacity for improved resource allocation. However, achievements of the current phase only make sense if they are consolidated through future long-term development.
DFID (UK) Supplementary Action, Zambia Revenue Authority (ZRA)
ZRA Consolidation Project Evaluation by DFID This is DFID evaluation of Revenue Project in Zambia. It states that while the mission is unable to quantify the impact of the project on governance and corruption it believes that the project has impacted favourably in this regard. Has been achieved through the establishment of a management regime intolerant of corrupt practice, taking firm disciplinary action against offenders in the service, and through the reduction of opportunities for corruption by reducing the number and frequency of inspections to corporate clients and closer cooperation between the revenue services. Principal findings are at page 6.
DFID (UK) Civil Service Training and Development, Hungary
OPR Overview This report starts with an assessment of key issues facing the project, particularly those constraining project progress so far, and likely to undermine its success. It then summarises the role and contribution of Hungarian stakeholders, provides an account of the project’s management (both by the contractor and DFID), and closes with recommendations for corrective action, and observations on the appropriateness of planned activities and outputs.
DFID (UK) Civil Society Participation in the PRSP Process, Mozambique
Final Report Report on consultancy conducted for DFID in Mozambique. The first section appraises GoM’s strategy and action plan for stakeholder consultation on the PRSP and other future processes; and civil society participation to date in policy-making on poverty and sectoral issues. The next section presents a series of options for donors wishing to strengthen civil society’s capacity to participate in the PARPA/PRSP process. The third section presents a series of options for donor support to Government to enhance its capacity to lead a consultative and participatory process. Section 4 briefly reviews the management needs implied by the options proposed, and suggests suitable management arrangements for donors to adopt. Section 5 sets out the next steps to be taken.
DFID (UK) NGO Capacity Strengthening-Malawi
Malawi-NGO Capacity Building Evaluation. The essential finding of this evaluation suggest that much has been achieved in training a small group of practitioners who are already providing effective services to the NGO sector in Malawi. The final conclusion however is that the initiative, and CABUNGO as an organization, are at very vulnerable stage of development.
DFID (UK) Private Sector Infrastructure Development Project - Bangladesh
OPR This report sets out the findings of the Output to Purpose review of IIFC within the Private Sector Infrastructure Development Project. It states that during the short time of existance, IIFC (Infrastructure Investment Faciliation Centre) shows an impressive record of achievements.
DFID (UK) Revenue authority staff integrity reviews (Uganda, Tanzania, Ghana)
Integ Mgt of Staff - Ghana This is a review of the Integrity Management of Staff in the Ghana Revenue Services. It states that if any progress is to made in the fight against corruption in Ghana a very concerted effort will be required from all sectors of society. It is critical that strong determined and focussed leadership is provided by all those in senior positions in government. Without that political will, no significant progress will be made.
DFID (UK) Revenue authority staff integrity reviews (Uganda, Tanzania, Ghana)
Integ Mgt of Staff - Summ This review states that the primary task of tax collections has been successfully achieved by the semi-autonomous Revenue Authorities and continues to be their principal focus. Strong internal and other management controls together with sound human resource policies are the fundamentals to controlling low ethical standards amongst staff and in this the Revenue Authorities have achieved much particularly given the paucity of funds for investment in modern equipment but there is much still to do. Nevertheless the Revenue Authorities are considered to be no exception to the malaise of corruption in their respective countries amongst their staff.

Integ Mgt of Staff - Tanz Review of the Integrity Management of Staff in the Tanzania Revenue Authority. Review of staff integrity management in the semi-independent Revenue Authorities in Tanzania was initiated by Transparency International as part of the continuing programme to assist in fighting corruption.
DFID (UK) Social Mobilisation, Voice & Democracy Programme, Bangladesh
Final Report The Annual Report of NK 2001-2002 below provides information on programmes, progress, obstacles, successes, and failures. The report is the outcome of the collective endeavour of NK staff and groups, who jointly adopted a strategy for consolidating, strengthening and prioritizing the activities of NK during the year. The acctivities are evaluated as being mostly succesful.
DFID (UK) Strengthening and Modernising VAT Administration, Bangladesh
Output to Purpose Review This is the second annual review of the project. It focusses on progress made towards achieving outputs and purpose, based on the revised logical framework prepared during the first annual review in November 2000, and recommends priority activities for the remainder of the implementation period.
DFID (UK) Strengthening parliamentary committees, Bangladesh
Final Report The evaluation is to assess the performance of the Project, (“Strengthening Parliamentary Democracy in Bangladesh” UNDP) its overall approach, relevance and results and, make suggestions on how the Project might be re-oriented to more effectively achieve the its proposed outcomes. Specific objectives of the evaluation include an in-depth review of the Project’s design, an assessment of its outputs in relation to its objectives, inputs, results achieved and their sustainability, operational constraints to efficient implementation, and operational and financial management of the Project.
DFID (UK) Sub-vented Agencies Reform Project
Output to Purpose Review The Output to Purpose Review assesses progress in achieving the project outputs and to gauge the likelihood of the project purpose being attained. In addition it comments on the impact of both the technical assistance provided by DFID and through Crown Agents and the effectiveness of their respective project management arrangements. Lessons learnt from the Phase I are at page 17. Leassons learnt for DFID are at pages 21-22.
DFID (UK) Sub-vented Agencies Reform Project
RIDA Visit Report The purpose of the report is to review progress achieved, identify actions needed to determine whether meaningful reform of Ghana's public sector is possible and discuss options for a possible further phase of support with DFID, the World Bank and NIRP. Progress against triggers and actions required to overcome constraints are presented in section 3.
DFID (UK) Sub-vented Agencies Reform Project
RIDA Visit Report: Part 2 The purpose of the report is i.a. to review progress achieved by the World Bank in drafting the Project Concept Document for Phase II of the PSMRPP; to review progress in re-drafting the Subvented Agencies Reform Bill; and to review the detailed NIRPS resourcing plan and elaborate on optimal implementation models in Ghana.

Macedonia Pub Admin Output to Purpose Review This is a mid-term review intended to ensure that a project is on track to achieve the outcomes it was originally designed to contribute to. It also considers amendments that might need to be made in the remaining life of the project to optimise its performance, and to think about how the context and risks have changed since design.
