Title
Do you have suggestions for other possible sources of information on fiduciary risk for Georgia, Moldova and Tajikistan? Unfortunately neither Transparency International National Integrity Studies nor WBI diagnostic tools exist for these countries.

Purpose
Our agency is commissioning desk studies of fiduciary risk assessments for Georgia, Moldova and Tajikistan. I am particularly concerned that there be an accurate reflection of anti-corruption concerns in these assessments (these countries have very low TI Corruption perception index scores).

Presented below are diagnostic and qualitative assessments and studies on Georgia, Moldova and Tajikistan. Up-to-date information available on Tajikistan is particularly scarce and we were able to identify only one relevant resource. Further enquiries are being made and we will forward any additional information that we are able to obtain.

The reports generally fall into two categories - those assessing the overall levels and patterns of corruption in the country and those focusing on a particular sector or issue. The recommended resources are available electronically. Georgia

Country Assessment and Recommendations, OECD ACN (2004)
This report, produced within the framework of OECD's Anti-Corruption Network for Transition Economies and the regional anti-corruption action plan, assesses Georgia's country corruption situation and makes recommendation for action.

Corruption Survey (2003)
A nation-wide corruption survey in Georgia produced by the Georgian Opinion Research Business International (GORBI). This is the third edition of the survey, available on GORBI's website along with the 2001 and 2002 surveys.

Assessment of Administrative Procedures for Doing Business in Georgia (2004)
This is a report by the Foreign Investment Advisory Service (a joint service of the International Finance Corporation and the World Bank) that examines the business environment in Georgia and looks at tax, customs, licensing procedures. Although not directly focused on corruption, the report provide an up-to-date overview of regulations and red-tape, as well identifying areas prone to abuse of power, arbitrariness and corruption. Moldova

A substantial amount of research, analytical and diagnostic materials can be found on TI Moldova's website. We found the selection of documents listed below to be of particular relevance to your query. The reports are grouped into holistic (examining overall issues of corruption in the country at all levels) and sectoral ones.

 

Reports and diagnostics on corruption - holistic

National Integrity System Indicators, Republic of Moldova, 2002
This a comprehensive report addressing the state of national integrity pillars in Moldova vis-à-vis corruption.

Corruption in Moldova: Facts, Analysis, Proposals 2002
This is a comprehensive narrative report, which draws extensively on various survey and diagnostics data and discusses corruption issues, challenges and reform efforts in Moldova.

General Assessment Report for Moldova, Stability Pact Anti-Corruption Initiative (SPAI), 2002
The General Assessment report prepared by SPAI lead agencies analyses the needs of Moldova in terms of legal and institutional framework and proposes specific targets for reform.

State Programme on Combating Crime and Corruption 2003 - 2005 (adopted by the government in 2002)
The programme lists the various legal and institutional reforms for the planned period along with the target dates for each of the elements.

 

Reports and diagnostics on corruption - sectoral

The Customs Activity in the Republic of Moldova and Corruption, 2003
The goal of this study is to highlight the level of corruption in customs and the existing problems that contribute to the spread of this phenomenon. The study points out to the ever deeper penetration of corruption in the customs activity which negatively affects the efficiency of the activity of customs and endanger the security of the state. It highlights the forms and causes of corruption in customs, estimates the damages caused by this phenomenon and contains some recommendations for the improvement of the situation in this area.

Corruption and Tax Evasion: Economic Dimensions, 2003
An attempt is made to superpose the map of corruption in the regions (judets) of Moldova upon the map of tax evasion in 2002. It comes to the conclusion that in the regions where there is more corruption, tax evasion is also more spread out. In 2002 the regions with a less favourable situation in terms of the fiscal discipline and corruption were mun. Chisinau, UTA Gagauzia, the judets Cahul and Edinet.

Small Business and Corruption: a guide for entrepreneurs, 2003
The report examines corruption issues affecting the small business in Moldova from red-tape and bribery to corruption in public procurement, etc. It also discusses reform efforts that could strengthen the public-private business environment.

Public Procurement and Public Ethics: a focus on corruption, 2002
This is a comprehensive report examining the state of public procurement in Moldova and the corruption issues pertinent to it. It also looks at the ethical standards in Moldova's public service and makes recommendations on proposed codes of conduct, etc.

Tajikistan

Country Assessment and Recommendations, OECD ACN, 2004
This report, produced within the framework of OECD's Anti-Corruption Network for Transition Economies and the regional anti-corruption action plan, assesses Tajikistan's country corruption situation and makes recommendation for action. General Regional Resources (with coverage of one or more of the countries).

TI's Global Corruption Report 2003 has a section of regional reports and its CIS regional report has general references to Georgia and Tajikistan (please note that the data covered by the GCR 2003 is limited to 2001-mid 2002).

World Bank's and EBRD's BEEPS reports (Business Environment and Enterprise Performance Studies) provide an assessment of governance and corruption in transition economies from the perspective of firms. The second round of the survey (BEEPS II) was conducted in 2002 and the results are available through an interactive dataset.

OECD's Anti-Corruption Network for Transition Economies has produced a regional anti-corruption plan for the participating countries. It conducts monitoring of activities in the countries and issues recommendations for further action/reform. Countries covered by then network include: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, the Former Yugoslav Republic of Macedonia (FYROM), Moldova, Montenegro, Romania, the Russian Federation, Tajikistan, Turkmenistan, Slovenia, Serbia and Ukraine.
