Here are four people who have good reputations and who are believed to have had a noticeable impact by conducting ethical training for public officials:

Has considerable experience in Australia and more recently in Ethiopia and Central Europe with hands-on training and is extremely highly rated. Has been head-hunted by the OECD but can be prised away from time to time.

Howard is the author of a brilliant series of CD-ROMs on public sector ethics, conflict of interest, professional values etc. The Public Sector Ethics Resource Series is designed to help non-specialist trainers and provide managers with resources relevant to today's public officials at every level. The series of CDROMs combines engrossing TV drama with innovative training, reference and resource materials.

Howard Whitton unreservedly recommends:

He has advised the Nolan Committee on Standards in Public Life and the Lord Chancellor's Committee on Legal Education and Professional Conduct in the United Kingdom. In September 1998, he went to Indonesia on a special mission for the World Bank to advise the Indonesian government on governance reforms to deal with corruption.
